David is a highly experienced Forensic Scientist and Public Sector Manager with over 30 years of service as a Police Officer. He holds multiple academic qualifications, including a PhD, MPSM, MSc in Forensic Science, and BSc in Biology from institutions such as King’s College (University of London), GIMPA, and the University of Cape Coast. He also holds a Certificate in Criminal Investigations from the China Criminal Investigation University.
David is currently the Commandant of the Ghana Police Command and Staff College and previously served as the Regional Police Commander for the Ashanti and Ahafo Regions and as a Deputy Commissioner of Police. He was the head of the Ghana Police Service (GPS) Forensic Laboratory for over a decade and held key roles such as Divisional Commander for Sekondi, Kasoa, and Baatsona, Special Assistant to the Head of CID and D/IGP, Executive Assistant to the IGP, and Staff Officer to the Minister of the Interior.
David has trained with leading international police organizations, including the London Metropolitan Police, INPS of France, and the Japanese and Chinese Police. He participated in specialized training courses in the USA and served in UN Missions in Kosovo and Liberia as a Forensic Officer and Advisor. He has managed two major multilateral projects for the GPS, totalling 25.2 million Euros. David has been involved in high-profile cases like the serial murders of women in Ghana and the Ya Naa murder investigation. He has lectured in Criminal Investigations and Forensic Science at multiple universities and police colleges. His research focuses on public policy and policing governance in democratic environments, with his PhD thesis examining the Challenges of Scandal-Based Reform Implementation in the Ghana Police Service.
Dr. Pet-Paul Wepeba is a distinguished forensic scientist and academic with over 15 years of experience in forensic science across Ghana and the UK, and two decades in academia. He holds degrees in Laboratory Medicine (KNUST), Forensic Science (ARU, Cambridge), and Forensic Genetics (MPhil & PhD, University of Central Lancashire, UK). He has worked as a. forensic and biomedical scientist at Ghana’s 37 Military Hospital and various forensic companies in the UK.
Dr. Wepeba has taught forensic science at KNUST’s School of Medicine and Dentistry and currently lectures at Anglia Ruskin University, Cambridge. As the Director of the Africa Centre for Human ID and Genomic Medicine (ACHIDGM), he leads forensic DNA testing initiatives. A Fellow of the Higher Education Academy (UK), he is also a founding member and President of the Ghana Academy of Forensic Sciences and a member of the International Society for Forensic Genetics. His expertise spans forensic genetics, population genetics, forensic genealogy, and kinship analysis, with numerous publications contributing to the advancement of forensic science globally.
Mr. Alex Oppong is a seasoned Information Security and Forensics Expert with nearly two decades of experience, having consulted for major firms across Europe and Africa. He previously served as the Forensic Lead at KPMG Ghana, managing forensic investigations and information security projects. Since August 2017, he has been the Principal Consultant at e-Crime Bureau, playing a key role in positioning it as a cybersecurity leader in West Africa.
His expertise extends to regulatory compliance, fraud investigations, and cybersecurity strategy. He has worked with the Fraud and Forensic Division of Control Risks Group (UK) and BASIS Counter-Fraud Investigation Branch (UK) and was the Lead Information Systems Security Consultant for Ghana’s Rural Banks Computerization Project. A sought-after speaker, Mr. Oppong has delivered presentations on topics including anti-bribery, corruption, and cybercrime investigations. His international experience spans Ghana, the UK, France, Spain, Italy, Russia, UAE, Jamaica, and several African nations. His contributions continue to shape the fields of information security and digital forensics globally.
Dr. Albert Antwi-Boasiako is a prominent figure in cybersecurity and digital forensics in Africa, with over a decade of experience in both the public and private sectors. He founded e-Crime Bureau in 2011, the first dedicated cybersecurity and digital forensics firm in West Africa, which strengthened law enforcement’s ability to investigate and prosecute cybercrimes. In October 2021, he was appointed Acting Director-General of Ghana’s Cyber Security Authority (CSA) by President Nana Addo Dankwa Akufo-Addo. Before that, he served as the National Cybersecurity Advisor and led the National Cyber Security Centre (NCSC) from July 2017 to September 2021.
Dr. Antwi-Boasiako holds a first-class degree from the University of Trento in Italy and further studies in Forensic Information Technology.
He lectures at KNUST, the Kofi Annan International Peacekeeping Training Centre (KAIPTC), and the Ghana Police Command and Staff College (GPCSC). He has received several awards and global recognition for his work in cybersecurity. He is a Cyber Security Expert with the Interpol Global Cybercrime Expert Group and has extended his work through the e-Crime Bureau across Africa, including in Kenya, Uganda, South Africa, Morocco, Nigeria, and Ghana. His leadership and expertise have made him a key figure in shaping cybersecurity policies and strategies across Africa.
